No. Only licensed pharmacists can fill veterinary prescriptions. Veterinarians can dispense, administer and prescribe medicine for established clients and patients, but cannot distribute or sell drugs -- including the filling of another veterinarian's prescription -- without a valid veterinarian/client/patient relationship.
